Where in that article does it mention those are supposed to be 1kg bars? 1kg is by no means the biggest bar you can aquire.
They are more than likely standard 400 oz (12.4kg) good delivery bars, the size looks about right. This is the size most central banks hold their gold in. They don't mess with 1kg bars of which I have seen and held many.
Perth Mint has a room with many 1kgs on display, as well as a good delivery bar you can pick up (under tight security).
