“Inhabitants of Talas province should decide whether need minerals industry to Kyrgyzstan or not,” said Andash Mining Company CJSC director general Kuban Ashyrkulov on today’s Government meeting.
According him all mines in Talas province has stop working. “The local population is against that international company produces Kyrgyz resources. People’s meeting must be held in the province in order to let the locals express their point of view. If they don’t need minerals industry then the investors won’t participate in the mining and just leave the country,” explained Kuban Ashyrkulov.

He added that the gold mining could increase wealth of TJalas province and the republic in whole.

“In Kyrgyzstan, the amount of licenses and permits will be reduced,” Vice-Premier Zhoomart Otorbayev said at today’s conference in the Government.
According to him, the Government plans to create a licensing house which will control the assurance of licenses. “This will contribute to the creation of investment attractiveness of Kyrgyzstan. But first we must eradicate corruption of authorities. The only political will is not enough. Every lawbreaker will be punished. Even the President stated in his speech that no one would have immunity. Another question is whether the Government and Parliament will accept amendments and reform that we initiated,” Zhoomart Otorbayev explained.

“A working group must work openly to prove its appropriateness. We will be criticized and quoted. But we must work transparently and independently, because the country has no donors yet,” he said.

Mining in Kyrgyzstan is paralyzed – Zhoomart Otorbaev

“Mining in Kyrgyzstan is paralyzed,” announced Deputy Prime Minister Zhoomart Otorbaev on today’s session of Government.
According him, first of all it is necessary to work out a new version of Resources Law and make amendments to Taxation and Land Codes. “In this sphere we offer to discuss. Besides we need to accept a new decree on tendering process on resources usage,” explained Zhoomart Otorbaev.

He noted that all these amendments should be accepted as soon as possible. “We must focus on a the Resources Law. Foreign countries will become a standard for us in creating of new legal acts. We can take into account how relations develop between state and producer abroad. Reinventing the wheel is not our goal. We must work in order to make our laws the most effective in the world,” he said.
