Yes and those selling will most likely restack the buy side once they are ready and empty the sell side, and push it back up when they have their fill
Certainly the oldest tricks in the books, amazing that it can happen so easily, yet I was called by my broker the other day for having buy orders (apparent stacking) at two levels on a .009c stock
Yet brokers do it all the time so it's one rule for one, and another for the retail traders / investors / rest of us
