The water waste can probably be reprocessed to where any chemical levels are definitely considered safe.
Here's a top of the head suggestion for storing the solid waste if this turns out to be the major objection. What are the chances of putting the solid waste in "safe' containers and shipping it back to a barren area of Australia for land storage? This would certainly remove Malysian objections.
