A thought provoking post tretch,and I tip my hat to you.
I beleive the evidence is clear,that just throwing money at this problem,has being an extremeley hit and miss affair,with the obvious results laid out for all to see.

"The history of commonwealth policy for indigenous Australians over the past 40 years is largely a story of good intentions, flawed policies, unrealistic assumptions, poor implementation, unintended consequences and dashed hopes,".
Oh yes lets solve the problem,lets create a bureaucracy,insure its adequately staffed ,by all aspects of the the acadamia,initiate processes,install foolsafe procedures,obtain funding,instigate programes,subsequently find all the moneys appropriated have gone on the bloody office staff and the classroom fails due to a lack of money.
I think the only way to get over this tremendous hurdle,is for, one for one mentoring. No pyrimad,or for that matter inverted pyrimad,just one for one mentoring. Heres an oppurtunity for our retired folk with tremendous life experiences, to run amuck with taxpayers money should they chose to do so,if anyone really interested could impliment it.
If the definition of stupid is doing the same thing over and over again,with no change in the end result,then surely the continuence of the status quo,is just that stupid.
In WA the recidivism of young aborignals is just mind boggling. Theres young kids with over 200 offences,too many times before their 15years old. We need to change the attack,punishing(in the whitemans eyes) those that know, no better is not a punishment. If you've got nothing to loose,then you cant loose.
