If you say so, Hanrahan. The fact that he makes such extraordinary claims without any solid evidence does suggest that he doesn't read the technical stuff (aka scientific papers) and you could be right in your proffered reason.
However looking at his bio it doesn't look to me that he's 'too dumb'.
IMO there are more likely other reasons for him making up stuff and spreading disinformation and lies (eg fraud, falsification, not harmonise with known physics nonsense). A bit like what it usually all boils down to with the garden-variety disinformer. Money or ideology.
