I'm not so sure. I would opt for the off-shore location this would give Cougar a head start in developing the pilot plant anywhere as it's all on skids. Forget Australia you have a Labor Government dictated to by the Greens and 3 independant and the Liberals are no better the NLP so now controled by a bunch of Farmers. Take your pick and the pick is off-shore!!!!!!
