Yes let them have the pet but make it very clear that any damage done by the animal has to be paid for.
The other thing to consider is given many places don't allow animals it also makes it harder for your tenant to leave you - so if he is a good tenant it is a big win for you as it means you will likely keep them longer.
Also if you say no you will probably just find they will do it on the sly anyway.
