sector wight has nothing to do with techcnial analysis neither does tactical asset allocation
the managers value companies and if the price is trading below the value they will buy, for the larger stocks they will either be undeweight or overweight relative to some index but that also has nothing to do with technical anlaysis. i have done a bit of research to find a fund that uses TA for its decision and the only one i can find is a dragon fund owned by a brokerage house. most managers dont buy the stocks themselves they use an insto dealing desk to fill orders and the buy is just based on value, not price movement. can you imagine a manager buying $5m of one stock because it traded 10,000 shares at some price - i dont think so somehow
