Are you suggesting that companies are unable to raise funds from existing investors?

Crazy idea, but why not give the existing shareholders the right to buy into any capital raising, on a pro rata basis on their existing holding, and they can on-sell such rights if they choose.

Wonder why nobody has thought of that before....
