Far out its not rocket science. This happens all the time in the small cap space.
Broker XYZ helps company ABC with raising funds/underwriting CR's or some other issue.
Company ABC pays broker XYZ handsomely to facilitate the above.
Broker XYZ then decides to write a report because they want to maintain a strong relationship with the client.
Company ABC did not pay for the report but gets it as a benefit of doing business with the broker/institution.
Said broker/institution is not however going to stake their reputation on creating a report based on hot air so if the company they are appointed by is a dud they simply dont do a report.
