Why would anyone want to own shares in a mine that feeds the company's own generators? An energy company that owns its own mine does not sell the stuff. They just use it as feedstock for their generators and just pay the workers for digging it up. Most likely, RIO wants to incorporate Rossing into Husab and then sellout and get something for nothing.
