Revised subsoil laws to reduce number of subsoil users from 800 to 300 in Kyrgyzstan – Minister of EconomyBishkek (AKIpress) - Adoption of the package of subsoil laws will reduce the number of subsoil users from 800 to 300 in Kyrgyzstan, Minister of Economy and Anti-Monopoly Policy Temir Sariev said today at the public hearings discussing the revised package of subsoil draft laws.
“A bona fide investor should respect the environmental legislation and develop local infrastructure,” Minister Sariev said.
The people and the government should be glad when investors come, since investors will develop infrastructure and create work places, the Minister added.
“The goal is to shift away from administrative methods and to adopt economic methods, to radically change the situation in this sector. Development of none of major deposits was launched since 1992. The deposits Karakazyk, Kumbel, Andash are not developed,” he added.
The Kyrgyz government plans 2 stages of reforms for the mining sector. The first stage will include development of the law on subsoil, incorporation of amendments and additions to the land and tax codes and law on non-tax payments. Amendments to the laws on concessions, mining concessions and production sharing are planned in the second stage.
Licenses should be issued openly, Minister Temir Sariev said. “If investor complies with all laws, the task of the state and local government bodies is to protect him,” the Minister added.
The package of laws on subsoil suggests that subsoil development rights may be granted to third parties for a fee. Investors may choose the order of subsoil use on the basis of a license, concession agreement or sharing production agreement.
The fund of the national subsoil will be formed upon accounting of natural resources.
A single window principle will be applied for granting rights for subsoil operations.
