I was still wondering why "China can"t give up on this one", "China have Cameroon in their bag", "Chinese government is behind Hanlomg" etc, but a financial letter on confidence can't even be delivered. Now, the finance approval may even be after the cimventiom. Is there a significant problem for just give a letter of confidence. Surely, when a bank gives an approval, say, to buy a house, but if you can"t get the house, then obvously they can't hand out the fund. If we can"t get the convention, then what a big deal for the bank?
