Stocks fall into 2 categories, growth and dividend.

TLS is a dividend stock, banks are a dividend stock
BHP is a growth stock. Yes, the sp has not reflected the growth due to commodity prices, but it has always traded as a growth stock.

A dividend stock is characterised by consistent cash flows. BHP does not control the price of the commodities it sells and so has no control over it's cash flows.

An increase in dividends will not translate into a higher share price. BHP has increased the dividend for the past 6 years, yet the sp has not reflected this. There is no correlation between higher dividends and sp.
