I can place bids or offers through either of my brokers (CommSec and Bell Direct), at any time from 7am onwards. So can anybody else who wants to.
In fact, there was a buy order I'd placed on Westpac a couple of years ago which wasn't put into effect until the market open a few days later (and I got the shares at less than my buy order price.)
