    boppy, I've just read that Indian presentation in the link you provided. I knew that the ministry of Djibouti were in talks with Indian officials regarding training/upskilling in the renewables sector. This was reported in Aug 2011.

    After a little more hunting, I found the following US Diplomatic Cable dated June 2009 (released via wikileaks). This document discusses the Reykjavik interest in developing the Lac Assal geothermal project (which we all know has fallen apart after Reykjavik's bankruptcy). The document also mentions the Indians ... "The GODJ recently signed an agreement with the U.S. firm Maple Indian Ocean Resources (ref B) to develop wind and solar resources, and is reportedly working with an Indian firm interested in exploiting geothermal energy at Lac Abbe, on Djibouti's border with Ethiopia. END NOTE.)" This document is too old to have any information regarding EHR.

    Lac Abbe is quite a ways from Lac Assal. So it looks like the Indian project is a separate project altogether ... you can rest easy, boppy.
