    The 40mpta figure is real.

    Why would someone say 40mpta if it's only 18mpta?

    That's not the kind of mistake someone would make IMO.

    They let the 40mpta slip for sure and then were forced to take it back.

    Wah nam obviously have pretty grand plans if they've been talking about 40mpta.
