Where is this information suggesting there will be a scale back?

In the recent notice all I found was a note saying
shareholders would be able to apply for $15k of stock.
It didn't say there would be a limit to the number of shares issued.

At this stage we simply don't know.I would not be surprised if BUL are be going for as much money as they can drag in. They have to call a vote after all so there is no limit in theory.

If someone has actually heard there will be a scale back from the company please make it clear if you have it verified or whether you are just presuming this is how it will go.
