Just called Aus Post and I have been informed that the qv lockers are for PO Box holders to collect their parcels on a 24/7 basis.
This seems to relate to the following article (oct 11).

In the article they have a list of locations for extended hours, with some locations listed with an asterisk.
(* Initial parcel locker locations for Post Office Box holders.)
Not sure what to make of this.
