couple more comments though:

- what sort of "agreement" has been reached between Timone and Rizhao Port Group Co. Ltd and Rizhao Sanmu Mining Metallurgy? Is it a gentleman's agreement? or a contractual, legally binding agreement?

- there is no evidence to suggest that Timeone can't come up with $19million. Presumably their investors can come up with the cash, but are unwilling to until some of the commercial details of their investment in Timeone have been ironed out. This would agree with the suggestion that Timeone have the "financial capabilities" mentioned in your post.
