NO, I think it is entirely possible July 2013 is a higher low. And I expect 2015 to be a great bull year. Yes 2009 may be as low as it gets.

Don't quite understand the last point. If you mean can cycles vary in length then my answer is ABSOLUTELY NO!

Will the sun come up an hour early or late tomorrow? Will a women's period change to 3 weeks or 5 weeks? Will cicadas arrive a year earlier or later? Will my wife nag me twice a week instead of just once a week when I think sex might be fun, lol.
