That is a lot to dispose of and they have had ample opportunity to sell very near to their 25.5c. I reckon it is a deliberate block and as we saw, large parcels of 25c were placed as anyone got near to it. So my view is that it is a deliberate cap and the trading since has been accumulation by the same entity.
The more PRR travels sideways the more tempting it is to sell and wait on the sidelines (or elsewhere), however 'that' announcement is something I for one do not want to miss.
