Indeed the theory goes that they really didnt want the TTowers to collapse
....they wanted casualties, of course and they wanted Spain and London to be perhaps bad but not THAT bad to make the West go beserk
And to then leave big time gaps in the intervening period and allow the apologists and the appeasers and the rest of the looney tunes to stir up a wave of change that they then profit from.
