Paul, I can see where you are getting confused. Force is stated as a vector. Masses at rest have balanced force. In other words net force is 0 since you add downwards force, which will be negative, to the upwards force, positive. These forces will be equal and opposite to eachother giving us a force equal to 0, as there is no net vector.
