Any way you look at the events of the last few days you keep coming back to that question.

MNM mgmt should clarify their understanding of any likely impediments to mining Mt M if the Djungan (the owners of Mt M) execute the ILUA, the terms of which are apparently already agreed.

The key issue is the 'sterile' status of Mt M. The NP proposal is old news, and multiple ILUA's have been registered to allow mining at Mt M since that was first mooted.

If the Djungan have the power to request the sterile order over Mt M to be lifted over their land by the mines dept then MNM should find out and say so asap.

It is surely not a problem to have this question asked and answered if the Djungan want to do business with MNM per the ILUA. A simple series of phone calls could resolve this issue.
