Gujarat N-R-E told the stock exchange on February 24 this year that it plans to start longwall mining next Tuesday.
The company's head of mining operations, Chris Harvey, says that remains the case.
"It's our target to start cutting coal on the 13th of March", he said.
Gujarat's subsidence management plan is still being considered by the Department of Primary Industries, but Chris Harvey seems confident it will be approved.
"That's what we're working on and we have to make sure we get those approvals in place before we can start operating", he said.
But the Department of Planning is adamant that longwall mining cannot begin until Gujarat's expansion plans are also approved.
The Planning Department says the plans for expansion can't be assessed until the company submits an adequate environmental assessment.
Meanwhile, Gujarat N-R-E's newly acquired bulk carrier the U-Sea Wollongong has berthed at Port Kembla.
It has loaded its first shipment of coal from Gujarat's Illawarra mines for export to India.
