    The landlord can not just keep the bond/money he has to apply to the consumer affairs dept for the state that he is in.
    If the tenant does not get the all the money back, all he has to do is go to the board himself.

    I repeat that having rental manager does not solve all the problems, regardless of which side of the fence you are on
