Kina's right, it's only talk at the moment - as far as I have researched, the NT Government has no current stance on a fracking moratorium. There is conjecture on the subject by some media elements, and informal comment from well known parties who would attempt to oppose the process (until suitably accomodated), but that's all.
PFC has all the necessary permits in place, and that would include the capacity to frac the well.
