I can't remember the exact words that justice Holmes has used in her report, but she describes the Dam Manual as being vague and difficult to interpret and use.
So, why then are the three engineers being hung out to dry if the tools they were given are rusty?
Good luck prosecuting them for any criminal offence now, except maybe, allegedly giving some false evidence. And that is very allegedly.
Also, and I am happy to be corrected, but my understanding of the terms of reference for the Inquiry, was that it was not to examine the behaviour of any politician.
