The study says that migrants are those born elsewhere than Australia. These comprise 23% of the population.
Yet these same migrants are less than 10 % of the prison population. You can argue that migrants get caught less and the definition of migrants is uncertain, but people born outside Australia and who live in Australia are not nearly as criminally inclined as people born here.
It stands to reason that ethnic groups from strife torn parts like Vietnam and Lebanon and who have less access to proper jobs because of discrimination are more liable to criminality. It's also a function of the attention in policing each group receives. The Vietnamese at 4.5% of the prison population are obviously in these categories. Probably Lebanese as well although most Lebanese in Australia are Christian.
