Prior to the PA exam....she was observed as erratic and disruptive but when assesed by the psychiatrists...was found to not have a mental condiiotn.

When she was sent to Baxter...this ass was relied upon.

...seems to me the real bogey man here is the Psych unit in PA that over 6 days failed in its diagnosis.

Or if they didnt...then no mental illness was in play and all they were then dealing with was a German tourist who was playing up

How this is perceived as a "huge" cock-up by Immigration is beyond me.....
