W2R, still maintain the buck stops with the CEO. His job is to sell an idea to the board, if he is not capable, he shouldnt be there. This is also valid for CTP's inability to attract appropriate partners/JVP or other.
Re 3d or plough straight into another drill. I am no expert in these matters, however it appears it may be prudent (even best practise) to carry out 3D first? Why is this decision of a failure on the part of the board (on the assumption it was their decision)? Agreed it needs to be in a timely manner.
Unfortunately people let the day to day girations of market movement, their ego's and greed (also mentioned above), get in the way of thinking things through rationally, and doing some reasonable research (instead of reading "most" of the nonsense on these threads!!).
