Funny,that. A couple of years back, Israel called on the Iranian Jews to leave Iran and move to Israel. Their reply was that they preferred to stay in Iran. So, obviously, they cant be treated too badly, eh?
When people don't jump at an opportunity to leave the land of their birth it is not necessary an indication that they are happy with the local situation.
There are many examples of this.
In Nazi Germany many Jews who were able to move stayed in Germany for a verity of reasons and many paid with their lives.
In South Africa many victims of apartheid who were able to move chose to stay during the apartheid era. In present day South Africa many who are very unhappy with the risk of being caught up at the wrong end of violence and crime stay on even though they are able to move.
No, staying is not a good indicator of being happy with the local situation.
