well stupidly swan believed that teh world was going to be an ever lasting bull run and predicated his future earnings and budgets on that - he stupidly followed the same logic that many who bought property believed - that it will always go up.
now, becuase possibly some reality is starting to sink in, they need to raise taxes to try to cover their inept lack of business acumen
