I've been wondering about this too and the only people I know that buy like this are Instos may sound far fetched but I don't know of retail buyers who just put up bids like that and hope to get filled
But This is just me speculating
For now it seems the buyers are happy to keep stepping up but it looks like 18c is where supply will meet them
