Because, he knows full well that funding for Irvine at this stage of the game are not of an immediate necessity and, when the time of Irvine will come, it would be a total different ball game.
Either way, because of the way he structured/worded that part, HE (AKA) CANNOT LOOSE!!!. And that part (Part "A") is the only one that can cause him to have eggs on his face. A win win situation if you ask me.
