the way I interpretted it was as follows:

The voluntary suspension has been requested pending an announcement by the Company in relation to:
1. the finalisation of negotiations with an investor group introduced by Timeone Holdings Limited
2. to complete tranche 4 and
3. fund the acquisition and development of the Cockatoo Island project.

So three things, and the new investors are needed for part 3. Timeone can presumably handle part 2 on its own.
