This is the way I see it.

From the letter on the other thread -


"informed that the board met on March 22, 2012 ago has decided to postpone the toll to lynas production (M) Sdn. ltd. until the hearing of the appeal to yb minister of science, technology and innovation (MOSTI) by the ton bun teet and five others through Messrs vendargon Bastian on February 7, 2012, is completed. This suspension is made under section 16 (5) licensing the atomic energy act 1984 (act 304)"

that appeal is this tuesday the 10th, so you have 2 days, (not even) to trade.

This is whats holding back the TOL, if he approves we are off to the races.

The case on the 12th is whether they have the right to challenge the approval.

"The Court has fixed April 12 to deliver its decision on whether 10 Gebeng residents will be permitted to challenge an approval for the TOL for Lynas"

TOL is still granted at this point but we have a court case going on in the background.
