    As far as I know,it is not an offence to spend money,he had a legitmate right to use the credit card,ie it had his name on it, presumably it was issued to him to use.
    So IMHO,only if he has contrived to hide his expenditure ( this would somewhat be like admitting he'd done wrong) would he have committed an offence.
    If he has breached internal policies on how the card may be used ,is another matter,IMHO and an internal one.

    Please dont think that I either like this man or condone what he has done.

    I was asked if I think he is legally guilty,legally I say no, morally, yes he is guilty of ecessive expenditure.

    Where was treasurys oversight?

    I have learnt that politics and morality arent good bedfellows,as always much to joe publics expense.
