In my experience a common rule of business is dont make a multi-million dollar decision until you have to. HAL must have access to all the data so far yes, but still dont know how the well will flow without pump problems - so a key piece of data is missing. If I was them I would defer the decision if I could - and obviously they put it to Terry they would say no on March 31st if they had to, or Terry could wait another month and their decision might be different.
A lot of investors are doing the same thing - waiting on the sidelines until all the data is in. Those already in are taking the risk, and will therefore be rewarded more than those on the sidelines if the results are positive. Risk v reward. The equation is always the same.
