BTU has reserves of only 17.3 Mt ROM (total 81mt resource) with not approval to mine in NZ of all places but still has $550M market cap due to potential economics and margin that can be achieved from "economic" met coal mines - low capex, strip etc
1mtpa = +$80m net margin
