I spend a lot of time in the US, the only place I go to where I've struck that problem, and it's not really a big one is in San Francisco.
There's a lot of spongers there and the reason they're out of work is because they're either drug addicts or ex-prisoners.
They're in SFO because the left-wing city feeds them.
Many of them don't want to work, bludging is easier and more profitable.
