My apologies I thought it was HAL that did the drill on SOA.
Regardless who the driller was, the job was not finished and my personal opinion is that the drilling company has a legal obligation to finish the job.
The reason we couldn't get past the salt dome was the rig was under sized and the company should be held accountable :
a)another free drill
b)finish the job
c)no payment
