GKM, aah...you do not know the ways of lawyers. The Act says the Minister's decision is final, but any administrative lawyer will tell you the way around that is to argue that it this would only apply if it was a proper decision lawfully made. In other words, the argument would be that it was not a "decision" within the meaning of the Act. As indicated nontheless, I think pursuing that course would ultimately be futile as it would not stop the issue of the TOL...
