When I saw the packages as a shareholder and non-commercial user I thought it seemed ridiculous to cut off free access too. But thinking about it it also makes sense.
The obvious downside to removing the free personal license is the loss of "free" marketing.
The upside is that all of those users who were previously using Nearmap under the free personal license for commercial purposes now have to pay. Sure, some of them won't ever pay but either way Nearmap no longer incurs the cost of serving them, and more importantly no longer has to spend time trying to track & identify the heaviest free users.
