2. (of a human or system) having lost good or desirable qualities

So anyone who pushes corporate behaviour down to something that is only just legal falls within the definition of a degenerate. Wouldn't that then make Jenny 'Not Illegal' Hutson a stand out degenerate leading the charge in an industry (finance) vulnerable to degenerates? I wonder what Lord Wellington would think of such degenerate behaviour?
