That is a diplomatic and perhaps legal way of saying Noble had to pay a couple of grand to some customs officers to get that piece of equipment off the wharf. :)
Maybe the South African banking dudes don't operate under the table like the customs chaps from Ghana but I fear they have Noble over a barrel for a similar purpose...
... I see Perseus is saying that they have over $100m sitting idley in the kitty. If they are serious about picking up another 150k oz of production in west africa in the next year or so they would have to be crunching the numbers on a floundering Noble.
