There is no 'offer'. You have already received your rights, they are yours as of Monday. They are not offered to you, they have already been given to you gratis, you own them already. Its up to you what you do with them. You have three options;
1. Pay the 10 cents and receive shares
2. Sell them on the market
3. Do nothing, in which case I wish you luck in future endeavours.
