I guess CTO management have a pre-internet mindset which is that you can get away with the same scam over and over because people usually stay quiet about being duped. But with anonymous forums on the internet, information travels fast. It is just a matter of people waking up to reality, which can still take a while.
CTO management are finished, but lucky for most of them they are close to retirement anyhow.
